A three-tier structure was implemented to ensure that we meet our aims and objectives efficiently and effectively:
- Partnership Board
- Regional Data and Intelligence Network
- Executive unit
It is imperative that each level works closely together to ensure the success of the Observatory.

The Partnership Board oversees our development as well as securing and maintaining our strategic aims and principles and our independence.
The Board is composed of high-level influential decision makers from across the region—from public, private, and voluntary bodies—which have a direct interest in the success of the Observatory.
They have a good insight into the region's needs for joined-up understanding for future policy-making and the importance of well-managed and accessible data and intelligence in delivering policy.
The Regional Data and Intelligence Network (RDIN) is an informal network of technical experts and policy-makers who generate and collect data and intelligence in the region. They also represent a significant informal resource for the Observatory.
Working closely with this network enables us to obtain, disseminate and, where appropriate, share regional information with the visitors to this site.
The Executive unit was set up to deliver the Observatory's goals and is responsible for the mapping and monitoring of analytical activities within the region, as well as providing a central place to co-ordinate and support the RDIN.
The unit will be independent in status, although will remain accountable to the Partnership Board and receptive to your needs for information on the region.
The Observatory also hosts the West Midlands Cultural Observatory and the Office for National Statistics' regional presence.
