Skills Performance Indicator Framework for the West Midlands

Download the 2007 annual review of skills performance indicators (PDF, 720KB) Building on ideas developed for the East Midlands Development Agency by Anne Green, Institute for Employment Research at Warwick University, we developed a skills performance indicator framework for the West Midlands.

Using the framework we can monitor trends and make comparisons between the West Midlands and other English regions (and sub-​regions).

Developing a skills performance indicator framework

The framework is built around three tiers of indicators:

Tiers 1 and 2 of the framework are now fully populated with data and updated for 2007.

A tier 2 skills performance index has also been developed and fully updated, providing both a summary measure of regional performance and analysis of the 'scale of the task' to close the gap with the England average and the best performing region for each indicator.

Significant progress has been made in developing a series of tier 3 'operational' indicators that track the success of partners in tackling the region's skills issues and problems. This indicator set, in consultation with partners in the Regional Skills Partnership, has been fully developed during 2008 and the current framework for tier 3 is also fully updated.
