Looks at whether an area can prosper in regeneration without the impetus of an over-​arching government programme or regeneration zone board. This question is examined with reference to South-​West Birmingham, an area of the city that has seen a decline in a major industry (including the collapse of MG Rover in Longbridge) but where there are opportunities and extensive private sector investment. The area has pockets of deprivation and related social problems but has not previously qualified for Regeneration Zone or other Government-​funded area programmes. The area has potential to support economic regeneration and the City Council’s ambitions for growth in the city and this review also considers whether this is being achieved.
